IMCO lighter.
Lighter is made of brass, and includes an arm with a flint wheel and a snuffer cap, the latter of which attaches to a windshield that surrounds the body. On the sides of the arm are the inscriptions, "Patent No 105107", "Imco", and "Made in Austria". The windshield has small and large wholes punched in it, and once had a pattern of alternating brass- and silver-colored chevrons which has since faded or been rubbed away in places. A ring is attached to a section of the bottom of the lighter, which can be unscrewed. Underneath the snuffer cap is presumably a wick, but both the cap and windshield are stuck in place.
