After the United States declared war on Germany, cities and towns throughout the country held parades and rallies to encourage support for the war effort. Marchers dressed as historical United States figures like Paul Revere and mocked prominent German figures. A mask like this one of Kaiser Wilhelm II might have been worn on a float or during a play as a way to mock the German monarch.
