Keith L. Carter
Keith L. Carter is the Associate Dean of the Naval War College at the Naval Postgraduate School. Keith is a retired U.S. Army infantry officer whose career spanned over two decades and included service in both conventional and special operations assignments.
As a Naval War College professor, Keith’s research examines technology and the changing character of war with special attention towards force design and emerging concepts of force employment. Keith also studies civil-military relations with regards to public attitudes towards the use of force. He holds a Ph.D. in Political Science from the University of Pennsylvania and is a former senior non-resident fellow of the Cornell Tech Policy Institute and non-resident fellow at the U.S. Air Force Academy’s Institute of Future Conflict.
