Hybrid Warfare: Operational and Legal Challenges of Israel's Next Northern War
Lieutenant General Richard Natonski, USMC (Retired) and Colonel Marc Warren, USA (Retired) visit the Museum & Library to provide a detailed analysis of the increasingly prevalent phenomenon of hybrid warfare, where law-abiding militaries confront non-state actors that blend unrestricted warfare tactics and sophisticated information operations with the advanced weaponry of modern conventional forces.
The Hybrid Warfare Task Force was established to articulate how actions taken by U.S., Israeli, and other allied militaries in actual combat situations comply with, and at times exceed, the requirements of the law of armed conflict (LOAC).
The Task Force also seeks to focus attention on the conduct of hybrid adversaries that often intentionally exploit that same body of law to allied forces in battle and to discredit their self-defense operations in the forum of public opinion.
LIEUTENANT GENERAL RICHARD NATONSKI, USMC (RETIRED) has an extensive history with the United States Marine Corps. In his 37 years, he has held numerous titles and had countless duties. As Commanding Officer, he participated in Operation GTMO, in Cuba and Operations Restore Hope and Continue Hope in Somalia. He deployed twice supporting operations in Bosnia and Kuwait. Later on, he reported to the Joint Staff where he was assigned duties as the Chief of the Central Command Division, Joint Staff (J-3) Operations Directorate and the Deputy Director for Operations in the National Military Command Center. He was present in the Pentagon on 9/11 while serving as the Director of the Operations Division at Plans, Politics and Operations. Natonski deployed in support of Operation Iraqi Freedom while assuming command of the 2nd Marine Expeditionary Brigade. He led ground assaults during the second Battle of Fallujah and ran security operations in Al Anbar during the Iraqi National Election in 2005. Since retiring from the Armed Forces, he has served as a Senior Mentor for the Marine Corps at MSTP, a Senior Fellow at the Center for Naval Analyses, an Adjunct Professor for John Hopkins University and the United States Strategic Leadership Center, a Defense Consultant, a member of the Board of Governors Ave Maria School of Law and on a number of Advisory Boards including the National Museum of the Marine Corps’ (1976-Present Exhibit) and JINSA. He is a graduate of the University of Louisville and the Marine Corps Command and Staff College.
COLONEL MARC WARREN, USA (RETIRED) was the senior legal advisor for the 101st Airborne Division (Air Assault), the Joint Special Operations Command (JSOC), and for Coalition Forces during the invasion and occupation of Iraq. After retiring from the U.S. Army, he was the deputy and acting chief counsel for the FAA, and is now co-chair of the Aviation & Aerospace Practice Group at Jenner & Block, LLP.
